Paul Smith serves as the CxA for Environmental Systems Corporation, Inc. As CxA he manages all communications, scheduling and activities associated with the Commissioning process. Mr. Smith managed his own consulting engineering firm from 1980 until his merger with Environmental Systems Corporation (ESC) in 2003. During that time he provided HVAC, Plumbing and Fire Protection designs for over 2000 projects throughout the southeast. He is committed to providing facilities that ensure high operational performance and productivity and energy efficiency while emphasizing sustainability, safety and maintainability.
Recently Mr. Smith completed the design of a government facility to house the Army’s Missile Defense Command missile control facility and is currently completing the Commissioning for this project. The facility utilizes radiant cooling with chilled beam technology served by multiple air cooled chillers with heat recovery capabilities. Mr. Smith began incorporating Commissioning into his firm in early 1996 and became a NEBB Certified Commissioning Authority in 2005, a member of the Building Commissioning Association in 2008 and has concentrated on building the Commissioning Group since merging with ESC. Being a design professional for over 30 years gives him a unique understanding and respect for the engineer’s design intent and the complexities for each project he commissions. He has been successful in forging strong relationships with each of the engineers with which he has worked.
The engineer of record for the UA Huntsville Shelby Center for Science and Technology project was Gary Kuzma, P.E., of HOK. The strength of the relationship allowed Mr. Kuzma the confidence to suggest on several occasions that if Mr. Smith reviewed and approved the data in question that his decisions would be acceptable.
While Commissioning the Extrusion Plant Building Addition, Mr. Smith discovered complicated issues causing problems with the sequence of operations. Working with the engineer of record Scott Moorer, P.E. of Fluor Enterprises they resolved and corrected the sequence issues, providing a more energy efficient building.
